The purpose of the Local Redevelopment Program is to encourage investment in and improvement of real property located within the City of Lynchburg. The Program is designed to assist property owners and/or business owners with real property and capital investment projects and to decrease vacancy rates, increase and retain jobs, revitalize designated areas and/or increase the City’s tax base.
This program is one of the few that is accessible to businesses and owners throughout the entire City, with a minimum of $25,000 of permitted investment in a property. Each year, the projects are graded on a variety of factors, including whether they are located in a City focus area or provide a new and unique offering to the city. This year, with continued workforce needs across industries, we focused on both created and retained jobs.
This year, 12 local businesses were awarded a total of $148,250. These projects brought a combined total of over $4,500,000 in capital investment, created 245 jobs and retained over 840 jobs! Property value assessments increased by more than $10 million dollars when compared to the 2020 assessments.

Central Virginia Alliance for Community Living
Celebrating 45 years this year, the Central Virginia Alliance for Community Living provides services to our senior citizens, as well as those living with disabilities. Services offered include health and wellness, nutrition, transportation, care and housing services, advocacy and resource assistance, and emergency response. Their new community room provides a safe, welcoming environment for trainings and classes, and the remodeled kitchen area provides access to more organized storage and efficient use for the hundreds of meals they provide weekly. The remodeled office area also provides space for storing the air conditioning units that they provide to those who need assistance cooling their homes in the summer heat. Delta Star
Delta Star has been in the news a lot recently, due to the upcoming expansion and partnership with the VEDP Talent Accelerator program. The upcoming growth isn’t the only thing they’ve done recently, however. Last year, Delta Star added a 2,800 square foot paint room to provide more space to bring work in-house, as well as bring more efficiency to their production. Production of their electronic transformers is done from start to finish in-house, ensuring Delta Star’s high standards of quality. Delta Star is at the forefront of their industry, and their new improvements continue to add to the repertoire, making them an employer of choice in the Lynchburg area.
HumanKind Early Head Start
One of the needs that has come to the forefront of workforce in the last three years is the need for quality, affordable childcare – especially for ages 0-3. HumanKind has worked tirelessly over the last few years to open their Early Head Start program, providing free access to high quality childcare for infants through age 3 for those who qualify. Their new facility is at the top of its class, with exceptional teachers, care providers, nutrition and education play opportunities. We are proud to be able to support this critical need in our community, and look forward to more opportunities for working parents -and their families – to thrive.
Kline’s
If you grew up near the Shenandoah Valley, Kline’s is a household name. Known for their homemade, unique custard flavors, once you’ve tried Kline’s you’ll see why it’s not just ice cream. Their custard is made from an original recipe, and every week they have special flavors like Banana Puddin, Salted Caramel Crunch and Blueberry Cheesecake. Located on Wards Road with a convenient drive through, it’s the perfect treat to cool off on a hot summer day, and a great addition to the midtown area of Lynchburg!
